Former Stoughton Interim Town Manager Feaster Appointed to Oversee Closure of Health Center

The Attorney General's office filed a lawsuit last week seeking a court-appointed receiver to oversee the closure of Roxbury Comprehensive Community Health Center. The court appointed Joseph Feaster, former Stoughton Interim Town Manager.

The following is a press release from the Office of Attorney General Martha Coakley: A court appointed former Stoughton Interim Town Manager Joseph Feaster, a Stoughton resident, as receiver for the Roxbury Comprehensive Community Health Center (RoxComp) to oversee its closure, Attorney General Martha Coakley announced April 5. On April 4, the AG’s Office filed a lawsuit in Suffolk Superior Court seeking a court-appointed receiver to oversee the center’s closure. On April 5, Judge Garry Inge appointed Feaster, an attorney at McKenzie and Associates in Boston, as receiver. Hartman Sworn In as Stoughton's Next Town Manager

After being officially sworn in Dec. 21, Stoughton's new Town Manager Michael Hartman was sworn in before a public audience at the Jan. 8 Board of Selectmen's Meeting.

Mooney once again presided over the swearing-in. Hartman, a Canton resident, emerged as the selectmen's finalist after a lengthy search for a permanent town manager. He started as Stoughton's Town Manager Dec. 17. He was previously town manager in Jaffrey, NH (2007-2012). Editor's Note: On Dec. 20, the Stoughton Board of Selectmen held a collation at Town Hall to thank Interim Town Manager Joseph D. Feaster, Jr. for his service to the town and to welcome incoming Town Manager Michael J. Hartman. Many residents, town employees and town officials attended the meet and greet. Hartman was officially sworn in by Town Clerk Cheryl Mooney Dec. 21 at 11:30 a.m. (He'll also be sworn in before a public audience at an upcoming Selectmen's meeting). In a symbolic gesture, Feaster handed Hartman the keys to Stoughton's Town Hall. After serving as the Interim Town Manager since April, Feaster gives way to Hartman, who officially started Dec. 17. MOVIN' ON UP: Reliable Window & Siding is moving to Stoughton at a space on Tosca Dr. The business, which has been in Canton since 2000, under the leadership of the late Albie DiStefano.  Owner Carol DiStefano tells About Town that the rent will be $1,100 cheaper for the same amount of space and the office is much nicer.  She was enthusiastic about her new landlord, too. "We are renting from Eric Hoffmann. His family is from Stoughton and he currently lives in New York. Stoughton Selectmen will hold an open house Thursday, Dec. 20, 2012 from 6 p.m. to 7 p.m. to thank Interim Town Manager Joseph D. Feaster, Jr. for his service to the town and to welcome incoming Town Manager Michael J. Hartman.

Stoughton Selectmen Approve Contract for New Town Manager; Extend Feaster's Contract

Stoughton Selectmen approved a three-year contract for new Stoughton Town Manager Michael Hartman. Hartman will start Dec. 17. Selectmen also extended the contract of Interim Town Manager Joseph Feaster until Dec. 28, creating a transitional period.

After a lengthy search process, the Stoughton Board of Selectmen voted unanimously, 5-0, Sept. 18 to express interest in Michael Hartman becoming Stoughton's next permanent Town Manager. A little more than a month later, after successful negotiations, Selectmen unanimously approved Hartman's contract at their Oct. 30 meeting.  Hartman, a Canton resident, is the current Town Manager in Jaffrey, NH (2007-present). He will start in Stoughton December 17, 2012, Board of Selectmen Chair John Stagnone said. Selectmen Back Michael Hartman as Stoughton's Next Town Manager

Selectmen unanimously voted Tuesday night, September 18, to consider hiring Hartman as Stoughton's next Town Manager. He is a Canton resident and current Town Manager of Jaffrey, NH (2007-present).

Originally posted at 9:15 p.m. on 9/18; updated at 6 a.m. on 9/19: After interviewing the three finalists for the position of permanent Town Manager last Thursday and then voting on which finalist was their top choice Tuesday night, the Board of Selectmen are now one step closer to naming Stoughton's next chief municipal employee. I'm not worried about the BOS. I'd like to see the (non elected) residents stay out of the Town and School department head offices demanding this and that like they own the place and claiming it is their right because they pay the taxes that pay the salaries. Good grief.. Stay out and let the poor people serve THE COMMUNITY and let the BOS do their job too. The egos in this town are just too much.   more ›

Stoughton's Interim Town Manager Joseph D. Feaster, Jr. issues a statement about Friday's fatal collision near the Hansen School which took the life of three-year-old Shayla Lutz.

Stoughton Selectmen Vet Town Manager Candidates; Interim Manager Feaster Not Among Finalists

The Stoughton Board of Selectmen interviewed the three finalists for the position of permanent Town Manager Thursday evening at Town Hall. The Board will meet Tuesday, September 18 to make a final decision.

After a months-long search process, the Town Manager search committee presented the Stoughton Board of Selectmen with three finalists for the position of permanent Town Manager. Paul Shew of Franklin; Kenneth Fields of Boca Raton, FL; and Michael Hartman of Canton appeared before the Board of Selectmen Thursday evening, September 13 for separate interviews. Their potential future bosses asked each of them a series of questions ranging from budgeting experience, vision of economic development, procurement experience, ability to represent the municipal side of government at Town Meeting and ability to coexist with the town's school department. I, too, am disappointed that Mr. Feaster's incredible talents will not be tapped to help move our town into the future. Alone, he calmed down the turmoil of the past couple of years, and did it with grace and mediation. The relationship between the schools and town manger appears to have been extremely positive. ACCUSATIONS LEVELED AT INTERIM TOWN MANAGER: The Stoughton Board of Selectmen and members of the press (myself included) recently received anonymous mailings postmarked from Sharon, which included press clippings from the Boston Globe and the Bay State Banner from 2004, concerning conflict of interest charges against Interim Town Manager Joseph D. Feaster, Jr., who was then the Chairman of the Zoning Board of Appeals in Boston. Some members of the Board of Selectmen, as well as I, have also received anonymous calls, emails and texts accusing Feaster of going by train into his Boston law office, while on the clock as the Interim Town Manager. Also, certain members of the Board of Selectmen heard this directly from employees working in Town …
