The Board of Selectmen collectively rated Crimmins’ first 15 months as Stoughton’s Town Manager as “commendable,” which is numerically equivalent to a 3.96 out of a 5.
The Board of Selectmen announced at their meeting Tuesday evening that Town Manager Francis T. Crimmins, Jr. had received a “commendable” rating from the Board in its evaluation of the Town Manager. The only rating higher than “commendable” is “outstanding.” Crimmins, a Former Stoughton District Court Judge, started as Town Manager in February 2010, and was graded for his first 15 months on the job. Locals officials will voice complaints with National Grid in future conferences. Last week's widespread outages were caused by Tropical Storm Irene on August 28.
Stoughton officials told Selectmen Tuesday that their town lagged behind other towns, in getting a response from National Grid to restore power last week following Tropical Storm Irene. The slow response included a lack of power to water stations, but the town was never in danger of losing it water supply. In addition, officials said they kept pressing for power restoration, which eventually helped to speed up response time. The comments were made during a Tropical Storm Irene “post-mortem” session, which included members of the town’s emergency management team. The Selectmen approved modest rate increases for water and sewer service and for trash collection at their meeting Tuesday evening at Town Hall.
Acknowledging the troubled state of the economy, while at the same time recognizing the Stoughton Department of Public Works’ need for infrastructure improvements and repairs, the board of selectmen voted for a modest raise to the town’s water, sewer and trash rates at Tuesday’s meeting. Selectmen approved a five percent hike for both water and sewer rates and an $8 increase in trash fees for the year (a $2 increase per quarter). John Batchelder, the Stoughton Superintendent of the Department of Public Works said the rate increases were a “step in the right direction.” While he said increasing fees can be a “political bomb” he said the town needs to be consistent and increase the rates “a little each year.” “I don’t want to pay more money …

MAXX Training Center on Rose St. in Stoughton will be hosting a fair on Saturday, August 20 from 10 a.m. until 2 p.m. to raise money for the Stoughton High Athletic Program.
Citing the important influence high school athletics can have on teens, Mike Varner, owner of MAXX Training Center in Stoughton, is organizing a Community Fair this Saturday to support the Stoughton High Athletic Program. At their meeting on Tuesday, Selectmen unanimously approved Mike Varner’s request to hold a Block Party on Rose Street in Stoughton this Saturday, August 20, from 10 a.m. until 2 p.m. All the fun will take place at the MAXX parking lot at 49 Rose St., and across the street at the Municipal Parking lot on Rose St. There will be various games, a dunk tank, relay races, face painting, inflatable playground equipment and games of Simon Says. The new Monk St. utility pole will help supply more power to the adjacent Shaw’s Plaza.
After Verizon addressed a list of concerns Department of Public Works Superintendent John Batchelder had with other Verizon utility poles in town, the company will now be able to place a utility pole on Monk St. to help provide more power to Shaw’s Plaza. The Board of Selectmen approved the permit for the new utility pole at their July 26 meeting, on the condition that Verizon provided a satisfactory response to Batchelder’s concerns. Residential growth accounted for 65 percent of new growth in town as of January 1, 2011, Director of Assessing Joseph Gibbons told the Board of Selectmen, while just 8 percent of new growth came from commercial or industrial sources.
There was a healthy amount of new growth in Stoughton in the previous year, but new town assessor Joseph Gibbons said he would like to see more balance between growth in residential properties and growth in commercial and industrial properties. Gibbons shared this new growth report at Tuesday night’s Board of Selectmen meeting. Gibbons, who started as Stoughton’s Director of Assessing on July 5, said the report quantifies the amount of new construction in town (as of January 1, 2011). From the new growth, the town added $590,798 to the tax levy, but about 65 percent of this revenue added to the tax levy is from residential growth (about $383,000). NEW RESTAURANT APPROVED: CV Cafe is a familiar name. There are places as far away as Canada and Australia with restaurants by the same name. But, Tuesday night selectmen approved a husband and wife team opening a 24-seat restaurant by that name in a space occupied by three now defunct eateries. The Cafe is scheduled to open in the coming week at 2 Canton Street, which formerly housed a hot dog place, an Italian restaurant, and a Middle Eastern restaurant. It's part of the Trackside Plaza near the train station. We wish them luck. In Steve Kelley, they have one of the best landlords in town. EMPLOYEE OF THE MONTH: The speculation has ended. The thunderous applause is over. Stoughton Human Resources Director Marty McNamara at Tuesday night's Selectmen's meeting announced the August 2011 winner of the coveted "Town Hall Employee of the Month." The winner is (drum roll) Gloria Veale of the Assessors Department. She gets a reserved parking spot and a nifty (suitable for framing) certificate. Gloria stepped up big time after Town Assessor Paula Keefe retired, and as the office manager, she kept the place moving forward.
