Stoughton Selectmen Approve Town Manager's Raise

Stoughton town manager Michael Hartman is going to end up with a 3 percent raise after selectmen approved his personal evaluation by a 5-0 vote. The board gave Hartman a 1 percent raise retroactive to July 1, and he will get a 2 percent raise Jan. 1, 2014. Under his three-year contract, that is the highest amount he can receive.
"Basically, we looked at all the functions of his job and his effectiveness," said selectmen chairman John Anzivino. 
The selectman praised Hartman for his running of the town and for the improvements he has made in the organization of the town..
"Everyone can improve at their job," Anzivino said. "We asked him to communicate better with us. He doesn't have to tell us everything, but we want to be kept abreast on the high-level things he is doing."
The evaluation was conducted in executive session. Anzivino said each selectman tallied up a review sheet to be sent to the human resources director. In executive session, the selectmen set their goals, and Hartman was allowed the opportunity to address the goals and his performance.
Hartman started in Stoughton last December, signing a three-year contract at $135,000 a year. He can receive anywhere from a 1 to 3 percent raise each year, depending on the selectmen's evaluation.
A Canton resident, Hartman had been the town manager in Jaffrey, N.H., since 2007 before taking over in Stoughton.
