Ariel Wiggins, 41, of Bridgewater, allegedly asked a Stoughton woman to help him perform a sex act in his vehicle, across the street from Stoughton Public Library on Thursday.
Wiggins allegedly asked a woman for directions and then exposed himself to her, Channel 7 reports.
Wiggins, an unemployed father of three, has a long criminal history, was convicted of a sex crime in 2005 and is a Level 2 Sex Offender, according to Channel 7.
The victim, 35-year-old Rachel Murphy, told 7 News that she was out walking when Wiggins drove by yelling out his window.
"He was touching himself and asked me to help. I felt violated. Who knows what could have happened. You got to get this guy off the street."
charged him at 1:45 p.m. with accosting and annoying a person of the opposite sex and lewd and lascivious conduct.
Police say these types of charges are usually the result of a public breach of the peace.
Wiggins is currently in jail and unable to raise the needed bail for release, according to his court appointed attorney.
